Sheff Wed Confronts a 'Significant Problem', Declares Football Regulator

'We will play a key role in football's future' - independent football regulator the new chairman

The team's persistent issues represent a a "significant problem" and the football regulator is looking to gain the ability to investigate clubs in comparable cases, the recently named head the official has announced.

Through a comprehensive talk, Kogan, who was recently selected, showed understanding towards Wednesday's fanbase.

Kogan met with four fan organizations associated with the South Yorkshire club this week.

The Championship side have been struggling on and off the field in the current year, with the club failing to pay players on time on five separate occasions, including in the autumn.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a significant problem for football," Kogan told.

"The club represents one of the historic institutions for football in England and this week we have met supporters' organizations.

"Our aim is to acquire the ability... which will enable us to take Wednesday and comparable cases referred to us if they need to be investigated and addressed."

Financial Struggles and Ownership Situation

The team's struggling chairman the current owner suggested earlier this year he would be prepared to relinquish control at their home ground, but he has failed to complete a sale with prospective buyers.

Delayed salary payments on time in March and May resulted in restrictions being imposed by the league officials in June, stopping Wednesday from completing any player acquisitions for the subsequent signing windows, although those limitations were removed in the end of the transfer window.

Authority's Position

Kogan said: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where fans are dedicated to a local institution that has existed throughout their lifetimes in multiple situations.

"I fully appreciate the team's plight, as I do for each organization that since 1992 have gone to the wall, or been close to going to the wall, for factors unrelated to the followers."

Questioned about whether the regulator could force an owner to sell a club if they are deemed unsuitable, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we collect the information and understand the situation, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the oversight body would choose to collaborate with owners.

"The final option we would consider is start getting involved with an specific team, an particular chairman, without being in a position to cooperate with that owner to try and resolve the issues that the club's facing and the owner's facing," the regulator explained.

"But the truth is, when you examine the past of the game, over the recent generations there have been certain proprietors, not many, but certain individuals who have acted carelessly in the manner they have operated their teams and eventually don't wish to take responsibility for the future."

'Mistakes could erase significant advances'

The regulator engaged representatives from 110 clubs to explain the responsibilities of the authority recently and insisted it was a "progressive gathering" with a "significant participation" from the National League to the Premier League.

"It's a job that's actually really important, because should mistakes occur, if the sport makes errors, the extraordinary progress that's been made necessary will vanish incredibly quickly," the chairman stated.

"And that's what nobody wants in the context of the English game is a huge success story - we need to continue the progress.

"Substantial financial resources entering the sport and has come into football for the past two decades, because certainty is lacking it will keep flowing into the sport, which is one of the reasons why I think we have to maintain a focused outlook on challenges and obviously, of the coming seasons."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the chairman responded: "I fully support the achievement and development as an commercial operation of the top division.

"I of all people understand the apprehension regarding damaging the division as a high-quality offering of the nation. But at the same time, if you consult with top flight officials after this week's discussion, they would have had a high level of reassurance -and, actually, they have been informing us confidentially they have a considerable comfort."

Political Connections

The chairman continues to confront a "full inquiry" by the Commissioner for Public Appointments after he disclosed making donations to the opposition group in recent years.

The 68-year-old contributed funds to Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that party membership ceased the day the official body endorsed my nomination," the chairman stated.

"I am no longer involved in any form of political activity."
